What you are describing is known as the Zeigarnik Effect rather than Cognitive Dissonance.

The Zeigarnik Effect is when you give incomplete information and the listner or reader is compelled to want more.

Cognitive Dissonance is when a prospect is persuaded to take an action because not doing so would seem to be counter to their own nature.</description>
